Opinion document: The chlorine like weapon: of the I World war to the Syrian conflict

Although Syria accessed the Chemical Weapons Convention (CWC) in October 2013, recent reports have linked the Syrian regime with the use of chlorine munitions dropped from helicopters. This has led the Director-General of the Organisation for the Prohibition of Chemical Weapons to announce the creation of a fact-finding mission. While chlorine is not listed in the CWC schedules of chemicals for the purposes of verification measures, the use of any toxic chemical as a method of warfare is prohibited by the Convention. Even though Syria did not include chlorine in its CWC accession declaration, if it can be confirmed that it was used as a weapon it would be a violation of the Convention provisions.
