The responsibility to protect and the right of veto (DIEEEA09-2012)

The recent blockade on the part of Russia and China of the proposal of League of Arab States for a resolution of the Security Council of the United Nations for Syria, sows doubts on the responsibility to protect against the particular interests of one or several nations. A reform of the Security Council becomes each day more necessary for the better development of this beginning of collective responsibility.
