The responsibility to protect as a paradigm of human security. Spanish military position and typology (DIEEEINV03-2016)

The responsibility to protect is born as a concept, an idea-force of contemporary society against the proliferation of new conflicts and new threats that transcend borders and are characterized by massive human rights violations. The responsibility to protect can only be implemented within the framework of an international operation under the United Nations Charter. International practice has shown that while international operations are not works for soldiers, soldiers often are the only ones who can carry them out. These missions, at the same time, can only be developed through effective contributions by member states, since neither the United Nations nor regional organizations have their own army, and hence there are the armed forces of member states which develop these missions. On this point the Spanish armed forces have played a fundamental role.
