This article examines the mechanism of Permanent Structured Cooperation (PESCO) enshrined in the Treaty of the European Union and the obstacles that have impeded its implementation. The potential benefits of its activation are outlined, all in the light of the context we are currently experiencing, which is largely analyzed in the light of the EU Global Strategy and Brexit. Finally, we will present the latest institutional advances that will determine if we are faced with the definitive impetus needed by both the CEP for its activation and the Common Security and Defense Policy (CSDP) in general.
