The need for a horizon of stability for the Defense Budget (DIEEEO53-2014)

Measures to ensure the security and defense of a country can not be improvised capabilities. They require a long period of planning, acquisition and financing. This is done through multi-year programs that must be predictable for those who decide to run and supply companies. To achieve this stability horizon defense budgets are necessary. This need is even more apparent in times of economic crisis. There are several mechanisms to ensure this. So some countries have specific laws-program (France, Portugal etc). Others get through a budget process in a broader planning and programming (USA) framework. This paper analyzes the Spanish situation.
