European Union and management of crisis in Africa: The political preventive ones to test (DIEEEO89-2015)

Last year the African continent once again suffered the experience of military interventions. In January 2013 France decided to act in Mali where events were developingwith dramatic speed, before the focus moved to the Central African Republic (CAR). In both cases the European Union (EU) has supported the French government, but in a mild way, because it has reacted late despite the urgency the situation in those countries demanded.
In spite of the differences and particularities of each conflict, the pattern of action has been similar. A `culture of reaction´ has been imposed, which has demonstrated that EU policies of conflict prevention do not have the desired results on the ground.
For the EU, to promote those measures and to overcome the obstacles in their way, it is essential to improve security in its near neighbourhood and to become a global actor in conflict prevention field.
