The military question in the European Union (DIEEEO80-2016)

The limited EU budget devoted to Security matters and the size of its military component within its institutional architecture, reflect the importance that EU gives to Defence's issues. The legal limitations to finance activities related to Development, Security sector Reform or Capacity Building when they are performed by military contingents and the apparent lack of will to make regulations more flexible are hampering the implementation of a coherent EU External Action where Security and Development are not watertight compartments. This article gives a general overview on the dissemination of the military component within institutions and the available tools that EU has to materialize its external policy, exposing also the nature of legal limitations that obstruct the funding of any kind of activities they come military's initiative.
