Autonomy in robotics and the use of force (DIEEEO27-2017)

In recent years, the use of robotic and autonomous systems in armed conflicts and other violent situations has grown exponentially. Bit by bit, humans are being expelled from the decision loop. Nevertheless, there is no specific international regulation. It would be reasonable to set limits to robotic and autonomous systems, especially to lethal autonomous systems. Ethical rules and legal regulations are needed to guide their design, to introduce security criteria since their inception and to set up use policing. Legislative process is facing hard difficulties. There are two opposing views in the international community: those in favour of prohibition and those who want that the matter continues being unregulated.
