Energy security in the gasoline and diesel markets in Mexico (DIEEEO38-2018)

At any moment Mexico could face serious energy problems. Considering that the concept of energy security is related with supply at affordable prices, the energy reform promoted by the PRI at the end of 2013 has helped to minimize the risks; however, many challenges remain.

The gasoline and diesel markets affect key variables of the country (economic, political, international and social). Mexico is an oil exporter, but it needs to import more than half of the gasoline that requires (approximately 1 % of its GDP) because it does not have sufficient refining capacity. Pemex is no longer responsible for fuel supply; however, energy security depends on the entity, and can be subject to political manipulation in the face of the upcoming elections. The energy dependence with the United States is growing, however, trade relations between countries are complicated by the renegotiation of the NAFTA. Fuel theft is a major source of income for drug cartels and affects supply in several zones of the country.
