Cost Breakdown Structures (ESDC), Working Breakdown Structures (ESDT), and Product Breakdown Structures (ESDP) (DIEEET11-2016)

The additional third provision of 67/2011 SEDEF/MINISDEF/ESPAÑA Rule, which regulates the Process of Obtaining Material Resources, refers to Cost Breakdown Structures (ESDC), Working Breakdown Structures (ESDT), and Product Breakdown Structures (ESDP). The aim of this work is to present the procedure followed to create the structures and to compare it with other organizations to which MINISDEF belong (NATO, OCCAR, etc.) The design of the Structures has been carried out as a collaborative work between DGAM, DIGENIN, CESTIC, DIGENECO, EJÉRCITO DE TIERRA, ARMADA ESPAÑOLA and EJÉRCITO DEL AIRE.

The objectives pursued with the structures ESDC, ESDT y ESDP have been:

• Establish a common internal language in MINISDEF, and between MINISDEF and Contractors.

• All phases of the systems life cycle cost (LCC) will be traceable with the 67/2011 SEDEF/MINISDEF/ESPAÑA Rule initial estimates.

• Be able to use the information obtained to compare offers in future hiring of similar systems, not only at an aggregate level, but in terms of the numbers of hours, cost of materials, etc.

• Standardization in the collection of information in different IT applications of the MINISDEF, for having the same codification.

It took into account the existing regulations in other organizations to which the MINISDEF belongs (NATO, OCCAR, etc.) to ensure traceability with them.
