Defence Planning in Argentina: model and prospects (DIEEEO40-2016)

The Argentine defense planning system has a structure with unique features for South America. Its modernization process is an unavoidable analytical reference in the region, having even guided the first action plans of the South American Defense Council on the subject. His technical and compared sources are multiple, mainly emphasizing the influence of the method implemented in Spain through its Defense Planning Process (2005). One of its distinctive features is the evolution reached on resource planning, achieving to articulate a system of Planning, Programming, Budgeting and Execution (S3PE) and to install the Results Based Management (RBM) methodology. The start of a new political cycle lays the foundation for the required updating of the model, based on the lessons learned in the process and taking into account the best international practices, with the Spanish model a necessary reference.
