Another strategic dimension. Finance military operations for crisis management in the EU (DIEEEO91-2013)

The vocation of leadership of the European Union on the international scenario has led to its Common Foreign and Security Policy (CFSP), and its derivative, the Common Security and Defence Policy (CSDP), to become some of the most dynamic elements in the integration process during the last decade. One of its main consequences is the growing number of missions and operations launched both in the civilian as in the military domain.
But in order to establish a rapid and credible military response it is essential to have a suitable financial tool. In February of 2004, the European Council created a specific budgetary system to fund common costs in EU operations having military or defence implications. The so-called “Athena mechanism” provided reactivity and flexibility for the operational requirements, but also raised a set of constraints, which the day-to-day operations of the European military, forces to re-examine. The recent mission in Mali (European Union Training Mission -EUTM Mali) allows us to approach the current configuration of this financial mechanism, its lights and shadows, and its potential prospects of evolution in the short run.
