UN and the responsibility to protect (DIEEEO58-2014)

The responsibility to protect (R2P) was the basis for the 2011 intervention in Libya, which was authorized by the United Nations. Despite the principle of non-interference in the internal affairs of states, the non-recourse to force except in self-defense, and the organizational structure of the UN hinder the exercise of the responsibility to protect, the latter and the UN Charter complement one another. In fact, the exercise of the responsibility to protect is imperative to the maintenance of international peace and security, which is enshrined in Chapter VII of the UN Charter. The maintenance of international peace and security requires that the protection of human rights prevails over state interests. Although this idea is consistent with the relocation of the individual in the center of the international system, as a doctrinal principle, the responsibility to protect remains subject to the decisions of the most powerful States in the Security Council.
