Security Council adopts, without consensus, new resolution on Western Sahara S / 2285 (2016) of 29 April (DIEEEA34-2016)

As a reaction to a Secretary General´s statement made during his visit to MINURSO in March 2016, Morocco demanded the withdrawal of most of MINURSO´s civilian staff from its territory. A heated debate and unusual proceedings for mandate renewal (such as calling for an «Arria formula» meeting and a previous briefing to the council under «Any Other Business,-AOB) preceded the voting of Security Council Resolution 2285. On 29th April, a divided Council, adopted the resolution extending MINURSO´s mandate without consensus. This lack of consensus was the third time in 40 years since the establishment of the Mission (the other resolutions in 1999 and 2000).
