The slow agony of the CFE Treaty (DIEEEO23-2012)

The Treaty on Conventional Armed Forces in Europe (CFE), signed in the final moments of the Cold War, has been considered one of the pillars of European security architecture. In spite of the signature of an Agreement of Adaptation in 1999, this one never came into force what motivated that the Russian Federation decided in 2007 to suspend unilaterally its application, seriously eroding the system of transparency and predictability; the two key attributes provided by the Treaty. Efforts to revitalize the regime and Russian participation in the Treaty via a framework of consensus based negotiations have demonstrated little to no success. In November 2011, all NATO Members States and Parties to the CFE Treaty (together with Georgia and Moldavia) announced the cessation of the application with respect to aspects of the Treaty vis-à-vis Russia leaving the CFE regime in a critical situation.
