Write The terrorist attack committed by Al Qaeda in 2001, against the cities of Washington and New York, opened an intense theoretical and doctrinal discussion. States were targeted by new threats, which stem from non-state armed actors, characterized by their dispersion and movility, acting in a variety of scenarios simultaneously, as well as by their high capacity of organization. The use of force, the legitimate self-defense, the geographical limits of armed conflicts, the most adequate reaction to confront non-state armed actors, have been in the discussion focusing the last decade. Especially after the response given by the United States, which initiated the so called global war against terrorism, or against Al Qaeda.
