Systems fully autonomous weapons: a challenge for the international community within the United Nations (DIEEEO85-2016)

Over three years the international community has been debating within the United Nations the legal, political, ethical, social and moral impact that raises the research, development and innovation on fully autonomous weapon systems.

Although they are a type of military high-tech weapons still nonexistent, their deployment would entail not merely an upgrade of the kinds of weapons currently used, but also a change in the identity of those who use them. This represents a catalog of dilemmas and challenges into framework of the International Human Rights Law, the International Humanitarian Law and especially the Law of Armed Conflict.

Because of the autonomy degree, these systems could be able to select and engage military targets without human intervention. Ergo, several States, NGOs and experts are concerned regard this issue, so which have suggested to establish from 2017 an open-ended Group of Governmental Experts in the framework of the Convention on Certain Conventional Weapons to explore and agree on options related to emerging technologies in the area of autonomous weapons.

The main intention is continue prospectively discussing the risks, dangers and uncertainties concerning this military high-tech.
