Lessons learned in complex scenarios: is it possible to learn from stabilization operations? (DIEEEO41-2017)

Once the NATO combat mission in Afghanistan is over, it is time for the analysis of the experiences accumulated in almost 15 years of international intervention, aimed at obtaining lessons applicable to other scenarios. However, when it comes to assessing the greater or lesser success of the strategies adopted throughout the conflict, it is difficult to reach clear conclusions about what has been done right or wrong. The complexity of the Afghan scenario and its ability to react to any external stimulus by mutating its nature has prevented conclusive conclusions. The concept of the Adaptive Complex System allows us to understand problems such as the Afghan, which, because of complex, changing and contradictory conditions, are difficult or impossible to solve. Throughout this paper, the Afghan conflict will be tackled under this perspective, analyzing the limitations that this imposes on the application of the Lessons Learned model.
