Crime and terrorism, elements of strategic confluence (DIEEEO83-2016)

The end of Cold War has resulted, among many others, in the slowdown of sponsoring international terrorism by sovereign States, as well as the expansion of a new globalized crime, previously unknown in the West. Terrorism requires services to obtain weapons and, in other cases, for the maintenance of funding channels, which are provided by organized crime. United Nations warned on the financing of terrorist groups through organized crime and requested an international response and compliance by the countries of the agreements adopted within it. There are scenarios of confluence between both threats, which generates a so strong symbiosis that is difficult to detect, if the acting is a criminal organization or terrorist group. Hybridizations between the two threats may occur in regions failed or entropic, although they also appear in developed and democratic countries. To counter its harmful effects, it is necessary to carry out reforms and strategies in legal, procedural, law enforcement, areas of research and international cooperation, and social issues.
