Opinion document: Pooling & Sharing and European Defence Industry. Old ideas for new solutions

EU member states can no longer act as global players with the current levels of defence investment. Europe risks seriously losing its strategic relevance due to several factor, not the least the loss of military power. The EU must take advantage of the window of opportunity provided by the Lisbon Treaty in terms of enhanced cooperation and rationalization of the defence market.
P&S are now an imperative because of three factors: the impact of the economic crisis on the defence budgets; the military lessons of the Libya campaign and the OTAN call for multilateral cooperation in defence; and the necessary transformation of the defence industry to survive in a multipolar world.
