Opinion document: Proposals concerning Security and Public Forces in Honduras: A future without violence?

This analysis aims at pointing out the security policies proposed by the winner of the past elections, Juan Orlando Hernández, and by his main rival, Xiomara Castro. The debate between the two was focused on which forces should be employed in order to deal with the organized crime. Though their proposals were quite different, since one stood for the Police and the other for the Armed Forces, none of them appears to be the most proper to face this form of criminality. None of these forces seems to have the best capability to cope with this problem neither under a scholarly perspective nor under an operational one, since such threat needs to be faced with a military-status Police. In addition, these forces have to be grounded upon comprehensive security policies, and this was another shortage in both candidates’ discourse.
