Opinion document: The incomplete Strategy. Bosnia-Herzegovina, twenty years later

The mission in Bosnia-Herzegovina is still incomplete. The international community’s strategy for the Western Balkans has been the integration both in the European Union and NATO. This strategy, though sound, is not giving the desired results due to various intrinsic and extrinsic factors. On the one hand the Dayton Accords have been an institutional framework that is limiting the functionality of Bosnia as a state. Moreover, EU´s ‘soft power' is showing its limitations when it comes to motivating political change. The International community should renew their efforts to prevent that achievements in the Western Balkans till now are lost.
