The social responsibility of the person is a physical requirement within a community conception of life. The person, as a citizen, is not merely a subject holding a legal status but enjoys an active status, deserving of rights and duties. On this basis the importance of civility is analyzed not only by the citizens but also of the public authorities and the concept of democracy as a form of government and way of life. The civic values of responsibility and duties in relation to other citizens and the whole community, is also clearly expressed in the safety culture, beginning with each of us and is not fully delegated to institutions public. Thus, person and community are two sides of the same coin, and the state has to take into account the human base that justifies it, and his incardination in the globalized world.
