Reflections on the military strategic leadership of the 21st century (III). Culture (DIEEEA11-2017)

This essay is part of a National Project of the Ministry of Economy and Competitiveness entitled "Strategic Leadership in Spain: From History to Future Challenges" led by the CSIC; relevant entrepreneurs and professors from different Spanish and British universities take part on it. This essay is preceded by others about the same issue and will be followed by others intending to constitute an integral whole. It proposes to take advantage of the studies already carried out by other Armed Forces as of the civil sphere. Its main thesis is that there is a tactical bias and tactical elements predominate in the military culture; in the absence of extraordinary circumstances that allow an additional legitimation of the strategic leaders, these tactical culture could end up conditioning the performance of the tasks of the military organizations.
