National Maritime Security Strategy Analysis (DIEEEINV12-2015)

This paper continues where a previous work by the same author left, published by the Real Instituto Elcano in February 2014, just after the Government’s approval of a National Maritime Security Strategy, but previous to the dissemination of its Plan of Action and of the establishment of a Maritime Security National Council. These measures have since promoted and improved Spain’s awareness of the importance of maritime security. However, much remains to be done in order to arrive to a sound organisation and an efficient use of the existing means. This second part includes updates to the first, restates concepts necessary for the analysis of the Spanish case, to which it turns then the focus, analysing the existing dysfunctionalities and overlaps of responsibilities between national actors in the light of those concepts, and proposes avenues to solve them, taking
examples where appropriate from other international actors.
