Naval power in connection with the Libyan crisis: A point of inflection towards a maritime orientation of the strategy? (DIEEEO02-2012)

The operation conducted by NATO Forces in Libya, should not be considered a common one. The convergence of various exogenous factors and the analysis of the development of the operation, suggest that the operation could become a turning point in the orientation of the strategies. The process of stabilization and the subsequent transfer of authority in Iraq and Afghanistan, with the end of the foreign military presence looming in the horizon, seem to indicate a change in strategic trends on the basis of the principle “no boots on the ground.” The alternative is clear: the implementation of maritime strategies which has been the characteristic of the Euro-Atlantic powers from the late fifteenth century.
This study falls within this context. Therefore, an analysis of the possibilities that sea power offers to decision- makers in crisis management based on the development of the crisis in Libya is presented, which includes an assessment of the opportunities that naval forces offer as a credible and affordable diplomatic tool in the field of crisis or conflict prevention.
