The military capabilities of the European Union. Towards a European Defence? (DIEEEO68-2013)

In the framework of the CSDP, the level of ambition and the related Headline Goal do not really match with the military capabilities made available by the Member States to the EU. Initiatives such as Pooling and Sharing, joint developments and close cooperation with NATO, are key elements to progress on developing real european militay capabilities. The December 2013 European Council, devoted to Defence issues, could be an opportunity to provide the political commitment required.
