US-Russia: A New Cold War on the horizon? (DIEEEO81-2013)

The White House announced on August 7th that President Barack Obama canceled plans to meet with Putin in Moscow in September highlighting the deteriorating relations between the two world powers. However, Mr Obama attends the G20 summit in St Petersburg on September 5 and 6 but would skip a bilateral summit with Mr Putin. It is the first time since the Cold War the U.S. has canceled plans with Russia filled by mutual distrust and discontent. The main explanation contained in this essay is that the foreign policy of the U.S. and the West with Russia has been unsuccessful in the past fifteen years because two different models of foreign policy have collided. The American paradigm is based mostly on rational decision-making process instead of the subjective components of the Russian action.
