Optional armies? Conflict and Western armies in the XXI century (DIEEEO152-2014)

European Armed forces are suffering an apparently never-ending process of reduction. This process takes places in an international environment where inter-state conflicts appear most improbable, whilst Europe’s security rests in a collective security system built around NATO.
European Armed Forces are being mainly designed as political tools for stability operations or low-level foreign interventions, always in the framework of an Allied effort. That’s to say, for operations in which the participation is an option, not an imperative need.
However, International Relations theory casts serious doubts about European possibilities for granting its security on these bases, moreover taking into account the long periods needed to rebuild a military tool able to fight high intensity warfare.
