The Defense that comes (DIEEEO01-2015)

The conditions of defence have considerably changed in the last few years. There have been geo-political changes in the formation of the centres of power after the end of the cold war, and geo-strategic changes with the use of new weapons and new techniques in armed conflicts. New protagonists have appeared beside the State, as non-state entities engaged in terrorism and subversion. Resources to finance defence have diminished and are insufficient to reach the planned aims. A public opinion reluctant to the use of force has also changed its appraisal for defence and security. In relation to Spain, the study describes her sensitive frontiers, the battle against international terrorism, the re-structuring of her Armed Forces, the insufficiencies of the defence budget and the lack of a culture of defence and security.
