Civil Affairs Civil-Milotary Cooperation and Civil Military (DIEEEO36-2015)

The role of civilians in armed conflict has evolved significantly over the last century. Initially, they were only passive subjects, taken into account in military planning just as one of the environmental factors. Later, they played a more active role and it became necessary to coordinate military operations with them. Eventually, they have gone on to become a partner in conflict management. This evolution in the relationship between the military and civilian actors in conflict scenarios has resulted in an adaptation of military procedures concerning interaction with civil elements, materialized through the concepts of Civil Affairs, Civil-Military Cooperation and Civil-Military Interaction.
