Black Economic Empowerment: the South African lion cage (DIEEEO81-2017)

Black Economic Empowerment (BEE) is the major policy implemented by the democratically elected governments of the African National Congress to address the problems of inequality that South Africa has been facing. Despite an initial move towards economic liberalisation that increased the country’s appeal, BEE’s evolution has led to a harmful economic interventionism. The result has been a black elite closely associated with the ANC, an increase in inequality, confusion on overburdened businesses, high levels of unemployment and a fall in foreign direct investment. In the short run, a change is not likely. The ANC, facing increasing pressure over their corruption scandals, doubles down on its BEE message. However, in the medium and long run, a change of government could be inevitable.
