Obama, terrorism and "liquid security" (DIEEEO50-2013)

On May 23 U.S. President Barack Obama, in a major speech at the National Defense University, noted the outline that could guide the new anti-terrorism policy of the United States.
The content of this speech gives rise to a series of reflections based on the diagnosis, not without criticism of the actions of his nation, and the measures proposed by Obama.
The recognition of the profound changes since the 11-S attacks in the terrorist threat, it´s adaptive capacity, and the need to respond more flexibly to the risks we face, allows to draw a few ideas on what we might call, using the Bauman polish sociologist studies, as "liquid security".
