Syria rewrites the Chemical Weapons Convention (DIEEEO90-2013)

This paper is intended to discuss the access of Syria to the Chemical Weapons Convention (CWC) within the framework of the Decision of the Executive Council of the Organisation for the Prohibition of Chemical Weapons (OPCW) and the Resolution of the Security Council of the United Nations, signed on September 27th. Both of them come from the agreement reached by the United States and Russia, on September 14th, in order to obtain a rapid destruction of Syrian chemical weapons, avoiding a military intervention in that country. This is to say, that Syria would be able to access the Convention with periods for the declaration and elimination of their chemical stockpiles very different to those established by the CWC provisions, among other circumstances.
