The 8th Review Conference of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) (DIEEEO11-2017)

The 8th Review Conference of the Convention on the Prohibition of the Development, Production and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on Their Destruction was held in Geneva from the 7th to 25th of November 2016. The BWC came into force in 1972 in order to make States renounce the use of such weapons against humans, animals or plants. The BWC regime has been facing a number of problems, many of which are now considered essential: the lack of verification and enforcement mechanisms, the lack of an international organization to support the implementation of obligations or a non-robust intersessional process are just a few examples of the challenges under discussion this time around. While there was ambition at the start of the 8th Conference to address these and other key issues regarding non-proliferation of biological weapons, the requirement of consensus among openly divergent views has limited the results, creating a general feeling of disappointment.
