Crises are situations that force decision-making with lack of information. This is because rapid pace of events, accompanied by a fictitious or real sensation of escalation, with a breakdown of the normal decision-making process. It generates a tendency to face problems with short-term solutions. Furthermore, crises are conjunctural. The Armed Forces, due to their culture and preparation, are specially enabled for crisis situations.
