The NATO Summit will be held in Chicago next 20th and 21st of May, and this time, in contrast to what happened in 2010 in Lisbon, will not coincide with a summit of the NATO‐Russia Council. The reasons for the absence of the Russian incumbents in Chicago, the level of progress of the cooperation programs established in Lisbon, and the root causes of the lack of confidence that reigns over the relations between the Federation and the Atlantic Alliance are detailed in this Document.
