The conflict between Azerbaijan and Armenia due to Nagorno-Karabaj seems to be the most difficult to solve among all the disputes emerged in the Eurasian region at the end of the Cold War, grouped under the generic denomination of frozen or protected conflict. Because of the stalemate in the bilateral negotiations, only the changes in the environment can modify the complex security situation of the South Caucasus.
