Opinion document: Strategic and operational evolution of global terrorism in Africa: The Case of Mali

This paper provides a quantitative review of the terrorist attacks in Mali since the late 90's. It provides a strategic and operational analysis about some of the evolutionary aspects of global jihadism, which are reflected in Africa and specifically in Mali. The author supports the thesis that there are two identifiable phases in the strategy of jihadi groups. The first phase consists on infiltration and consolidation in the area and it culminate outbidding for the power. In Mali, this phase happened since the second half of the 90s until late 2012, when they reach their peak of power. After the offensive to the south and the French reaction, the jihadists were forced into a retreat and to re-evaluate the environment. Adapted to the new situation, the terrorists have resumed their subversion campaign with greater virulence, with a special use of suicide attacks, essential element within the jihadist arsenal.
