Analysis document: Tenth anniversary of Resolution 1540

On 28 April 2004 the Security Council unanimously adopted UN Resolution 1540. The degree of implementation varies greatly from one State to another. The difficulties faced by developing countries for implementation contrasted with legislative and financial measures, policies implemented by actors such as the European Union.
