Framework document: Non-proliferation of ballistic missiles: The international code of conduct of the Hague in the European and international context

The Hague Code of Conduct against Ballistic Missile Proliferation, represents a first policy instrument to address this variety of Weapon of Mass Destruction. The reluctance of several States, for security reasons, has prevented to date has been able to adopt an international Treaty with mandatory legal rules for signatory States. The interest shown by the United Nations will in this sense. And more particularly, the action of the European Union is promoting the universalization of the Code and the development of measures of trust and transparency between States.
