Opinion document: The African Standby Force in 2014

The African Security and Peace Architecture was set up in the late nineties resulting from the failure in Somalia and Rwanda. Its flagship was the African Standby Force, a joint force comprising five regional brigades. The brigades show currently different levels of progress, but in no case are met the 2015 operational requirements: the centers for excellence do not have the real curricula for cross-country military training, the civilian component still lacks relevance, the funding mechanisms make the ASF depend heavily on external support, logistics are nearly non-existent and the few joint military exercises have not allowed to reach the required interoperability.
Nevertheless, there are reasons for optimism: the legal framework is now more clearly defined, the range of missions widens and the recent operations provide valuable lessons. It is time to implement them in order to give the ASF the ultimate push.
