Opinion document: The financial aspect of EU missions and operations

The European Council Conclusions of December 2013 and the recent crisis in Mali and in the Central African Republic have opened the door to review the effectiveness, visibility and impact of EU's Common Security and Defence Policy (CSDP). The assessment of the financial aspect of EU missions and operations, and in particular the re-examination of the Athena mechanism as a catalyst for broader cooperation, is at the heart of the debate. This paper explores the prevalent pattern in the EU-led military operations, its current frictions and suggests to what extend a new funding regime could improve the operability and credibility of the PCSD.
