Post-conflict stabilization means acting simultaneously in the areas of governance, development and security, and in creating political consensus. All these efforts can be undermined by widespread corrupt practices, which directly affect economic development and government’s legitimacy; and indirectly affect security and political consensus. Thus, by delegitimizing the government and strengthening dissident groups, corruption becomes a destabilizing factor to be taken into account in stability operations planning and execution. In this domain Afghanistan offers lessons to be taken into account in future operations.
