The UN must stabilise weak States, but it cannot do it alone: the case of MINUSMA in Mali.- Joan Prats i Amorós

UN peacekeeping operations are increasingly focused on the stabilisation of weak States, both providing direct support to state authority and taking political and development responsibilities. However, the UN lacks the resources to assume these tasks alone, as well as the conceptual framework to carry out stabilisation missions, which is even more worrisome. By trying to simultaneously undertake military and political actions, UN operations become a mixture of ill-prepared counterinsurgency and partial diplomatic and humanitarian efforts. This combination tends to fail, as the case of MINUSMA in Mali shows. To address these problems, the UN could promote a clear division of labour between the political and security components of stabilisation. While it could itself assume the former, the latter should be assigned to more capable military actors.
