Since the entry into force of the Lisbon Treaty, the European Council of Heads of State or Government had not tried, relevant way, issues relating to the Common Security and Defence Policy (CSDP). After four years, no major changes could be expected, but, as Jean Monnet said, the integration is taking small forward steps and in a bottom-top approach, even only with the support of some member countries. The Council has preferred the model Monnet, aware that the environment of economic crisis envelopes everything. Therefore, it has been dedicated to point the way to start the work in three groups of activities: increasing efficiency, visibility and impact of the CSDP, promoting the development of defense capabilities and strengthening European defense industry.
