Cooperation and coordination among all the actors with responsibilities in maritime security is a need already identified at EU level. However, developing a strategic framework in the form of a European Maritime Security Strategy is becoming a tough work, due to the difficulty of combining the interest and particularities of each of the parties. The entry into force of the Lisbon Treaty should facilitate the progress of the ongoing works, which seems is happening, although quite slowly.
